Database development normally occurs within the context of information systems development. Information systems development is a key organisational process for many organisations (Beynon-Davies, 2002). Since it is a process it can be considered as a system in itself. The key inputs into the process are information and communications technology resources and developer resources. Information and communications technology resources may comprise systems construction tools or software packages.
