This course is designed to orient students with the rural development projects undertaken in Pakistan and to unearth the factors responsible for their failures. It explores basic democracies, devolution plan and local government Act, 2013 to give us an idea how decentralization of power has been treated by different democratic governments and martial law regimes. This course highlights the role played by successive local governments in rural development. This course aims to develop an understanding of history of local government, its structure, service delivery mechanism and functioning and knowledge of the governance context for rural development in Pakistan.
